The IT industry's joint position on the results of Diya.City's work

In light of recent statements by Mr. Danilo Getmantsev regarding the results of Diia City, we believe it is necessary to outline the industry's position, representing the interests of both residents of this legal regime and companies that have not yet joined it, to provide a comprehensive view of the industry's state.
In the first half of 2025 alone, Diia City residents paid almost UAH 16 billion in taxes — more than in the whole of 2024, which is a record result for an industry that continues to operate in conditions of war, falling global demand, and high competition in international markets. The main increase in tax revenues was provided by personal income tax, military tax, and VAT, which directly support the budget and the state's defense capabilities, confirming the effectiveness of the Diya.City model. Until 2022, the Ukrainian IT industry was booming: the country was chosen as a reliable outsourcing partner, companies actively competed for specialists, and the digital services market was developing rapidly. With the start of the war, the situation changed: foreign clients became more cautious due to the risks of power outages, mobilization of employees, and other challenges associated with the war.
The transition of companies to the new legal regime is gradual and evolutionary. This is due to the need to adapt business models, retain teams, and preserve currency inflows under martial law.
At the same time, we are already seeing steady growth in the number of residents, their employees, and gig contractors. It is important to emphasize that the difference in tax burden between sole proprietors and residents of Diya.City is insignificant, so it is incorrect to talk about tax evasion.
The IT industry in Ukraine remains the second largest source of foreign exchange earnings for the country and one of the most stable sectors of the economy. It is thanks to stable conditions and business confidence that new jobs are being created, R&D areas are being developed, investments are being made in education, and the Ukrainian technological ecosystem is being formed. It should be noted that the state has guaranteed the stability of Diia.City's conditions for 25 years, and businesses make strategic decisions, particularly regarding investments and team expansion, counting on this stability.
We are convinced that the further development of Diya.City and support for the IT industry will ensure sustainable growth in tax revenues and economic benefits for the entire country, and that open dialogue between business and the state is a key factor in successful cooperation and development of the sector.
