What is Vinnytsia's IT market heading into 2026 — key findings of our annual study

Despite the war, economic uncertainty, and global transformations in the IT industry, the Vinnytsia IT market in 2025 demonstrated its ability to maintain its position, adapt, and lay the groundwork for further development. This is evidenced by the results of IT VN Research 2025, an annual study of the region's IT industry conducted by the Vinnytsia IT Association.

IT is one of the drivers of the region's economy.

In the first half of 2025, the IT industry generated UAH 529.8 million in tax revenues, accounting for 2.75% of all taxes in the region. Compared to last year, tax revenues from the IT industry increased by 54.2%, making IT one of the most dynamic sectors in the regional economy.
In the Vinnytsia region, more than 10 thousand taxpayers with IT-KVEDs are registered, most of whom are individual entrepreneurs. The total number of employees in the industry is estimated to be 16,500.
Market structure: small teams and flexible models

In 2025, Vinnytsia IT is primarily comprised of small and medium-sized companies operating in mixed or product models. Almost 40% of companies combine several work formats, while another 27% develop their own products. Outsourcing companies and startups comprise a smaller but significant portion of the market.
More than a third of teams have up to 50 specialists, which allows them to remain flexible, quickly restructure processes, and adapt to market changes.
Who shapes Vinnytsia IT?

The average age of an IT specialist in Vinnytsia is 31. Most specialists not only work in the region, but also associate their future with it: 90% live in Vinnytsia or the region, of which 72% do not plan to change their place of residence.
The gender structure is gradually balancing: as of the end of 2025, it will be 41% women and 59% men, indicating an increase in women's participation in the technology sector.
Education, AI, and new skills

The core of the IT workforce is formed by local universities, in particular VNTU. Almost half of the respondents hold a master's degree, and the majority are pursuing additional studies outside of formal education.
A separate focus of the study is artificial intelligence. Already 91% of Vinnytsia IT specialists use AI or GenAI in their work or studies, and they consider the areas of AI, ML, and Data Analytics to be key for further professional development.
Labor market: stability with demand for development

72% of respondents have stable jobs, but at the same time, a significant part of experienced specialists feel stressed due to the general instability of the market. Specialists in the fields of Software Engineering, Data Science, and Machine Learning remain in the highest demand.
For IT specialists, the key factors in choosing an employer are the level of salary, the possibility of remote work, the company's stability, as well as interesting projects and opportunities for professional development.
Contribution to Victory

The Vinnytsia IT community remains active in the social dimension as well. 70% of respondents regularly donate to the Armed Forces of Ukraine, with an average monthly contribution of $155. Almost every third company provides employees with legal advice, key personnel booking, or post-mobilization support.
